A man who mowed down at least 23 pedestrians, leaving one dead, may have been driving under the influence and did not appear to be a case of terrorism, police say:

New York police say that a 26-year-old Richard Rojas was driving a Honda Accord on a sidewalk down 7th Avenue and 42nd street before colliding with a metal stanchion and overturning.
NYPD Commissioner James O'Neil says that four people were critically injured with "open fractures and multiple traumas," but added:
None of those four are right now likely to perish. We're very hopeful... that they will survive.
Rojas, who has already been convicted of driving under the influence at least twice, remains in custody. Officials emphasized that there is "no indication" of terrorism.
