What Trump has said about Project 2025 over the years: A timeline

As a 2024 presidential candidate, Donald Trump sought to distance himself from Project 2025, a blueprint for reshaping the federal government by the conservative nonprofit The Heritage Foundation. 

During the first year of his second presidential term, however, his administration has enacted a wide range of policies that align with proposals in a roughly 1,000-page document at the center of Project 2025.

For example, the Trump administration reinstated Schedule F, reclassifying thousands of federal workers' positions to at-will jobs, just like the Project 2025 document recommends to give more power to the executive branch.

Also, the Trump administration reissued a ban on transgender people in the military, implemented new restrictions on abortion funding, restructured the Department of Justice and reversed policies on climate change by former President Joe Biden — all actions that mirror Project 2025.

Those are just a sample of Project 2025 proposals that match policies during Trump's second presidential term. Some are pending due to legal challenges or because they require legislative review.

In mid-December 2025, the Heritage Foundation said in an email to members that it was planning to "work with the Trump administration" to enact its latest set of proposals.
